It is difficult to give direct verses from the Bible for the Hillel Calendar as the it wasn't developed until 358 CE by the Great Sanhedrin and Rabbi Hillel II. Then later confirmed as the official calendar by Maimonides in the 12th Century. To this day however, there is not a consensus in Israel for a calendar. Kharijite Jews for instance do not have a predetermined calendar as they monthly look for the sliver of the moon. Other groups look for the conjunction moon (dark moon). The Hillel Calendar is based off the 19-Year lunar Metonic cycle. The establishment of the Hebrew Calendar in 358CE was the last universally binding decision of the Great Sanhedrin. The Great Sanhedrin was finally disbanded in 425 CE. The effort to create a permanent, unchanging calendar, was due to religious persecution by Christians according to rabbinic sources.

Babylonian calendar, chronological system used in ancient Mesopotamia, based on a year of 12 synodic months-i.e., 12 complete cycles of phases of the Moon. This lunar year of about 354 days was more or less reconciled with the solar year, or year of the seasons, by the occasional intercalation of an extra month. From about 380 BCE the beginning of the first month of the year, Nisan, was maintained near the onset of spring by the use of a regular cycle (similar to the Greek Metonic cycle) of intercalations, in which 7 out of 19 years had an extra month added. The Talmud Yerushalmi (Rosh Hashana 1:2) tells us that the names of the Hebrew months are Babylonian in origin. For example, the 4th month is Tammuz and the 8th month is Cheshvan are the name of Babylonian gods.
